1st Quarter President’s Message

1st Quarter President’s Message
March 29th, 2022
Message from: John C. Satter, MAI, GAA
ICAP’s 2022 President

Dear Members of ICAP:

ICAP has been and will continue to monitor ongoing discussions and proposed legislative changes aimed at addressing appraisal bias within the appraisal industry.

What ICAP has done thus far:
ICAP worked extensively with our lobbyist, Turing Strategies in addressing HB4410 – The establishment of a Real Estate Value Task Force. The original bill excluded appraiser(s) on the task force.  Through our efforts an amendment to include an appraiser (to be appointed by the governor) has been added to the bill.  We will recommend a representative who will provide a voice for all Illinois appraisers.  You can read more about the bill here.

ICAP executive board members met with Bill Garber, Director of Government and External Relations for the Appraisal Institute (AI) to discuss diversity issues.  AI has been working with a public relations firm for well over a year in crafting a strategy that will help create and encourage diversity within our profession.  You can read more about their Appraiser Diversity Initiative here

ICAP recently formed a diversity committee which met for the first time on March 15th where a preliminary mission statement was developed – subject to board approval (Friday, April 22nd, 11:00 a.m.). If you would like to be a part of this important initiative, please submit your name here.

What ICAP plans to do moving forward:
We are monitoring events in DC, communicating with our Springfield and Washington D.C. lobbyists, and working together for the benefit of Illinois appraisers. At this time, it is important to avoid conflicting messages and know our sponsoring organizations are working at the national level to manage a positive outcome for all appraisers.

John C. Satter, MAI, GAA
2022 ICAP President
